Insight - Satellite Servicing Standards and Policy: A Progress Report

Since October 2017, Secure World Foundation has, along with Advanced Technology International (ATI) and the Space Infrastructure Foundation (SIF), served as the Secretariat for the Consortium for Execution of Rendezvous and Servicing Operations (CONFERS). CONFERS is an industry-led initiative, with initial seed funding provided by the U.S. Defense Advanced Research Projects Agency (DARPA), that aims to develop and publish non-binding, consensus-derived technical and operations standards for commercial satellite servicing activities and to facilitate the development of a satellite servicing ecosystem. Since its establishment in 2017, CONFERS has expanded to nearly 60 industry members from across the globe. This expansion in the CONFERS membership - and influence - base has tracked to an expanding set of commercial stakeholders developing and fielding satellite servicing and related capabilities (including satellite inspection, satellite refueling and life extension, and active debris removal).

SWF Space Sustainability Fellows Announced
SWF is pleased to announce the recipients of the Space Sustainability Fellowships: Daniel Patton and Claire Oto. The Fellows will investigate fundamental questions and clarify concepts in space sustainability, space as a global commons and applying polycentric governance concepts to space.

Report: Sino-US Space Commercialization Dialogues
SWF and Caelus Foundation have released the Sino-US Space Commercialization Dialogues Report, 2019-2021: The First Three Years of Tracking The Two Largest Orbits in Space Commercialization. Since 2019, Secure World Foundation and Caelus Foundation have been engaged in a research and dialogue program focused on the commercial space component of the United States China relationship. Summary Report of First Regulator-to-Regulator Dialogue on Approaches to Licensing of Large Constellations
SWF has released the summary report from the first Regulator Dialogue on Approaches to Licensing of Large Constellations, which was convened by SWF, in cooperation with the United Kingdom Space Agency, on June 21, 2022. Large non-geostationary orbit (NGSO) constellations pose a number of unique challenges for regulatory processes. This Dialogue brought together national regulators from multiple countries to discuss with each other these challenges, with a case focus on the topic of orbital carrying capacity. The by-invitation Dialogue was held under the Chatham House rule. This report briefly summarizes the themes and major discussion points of this Dialogue. To view and download the report, click here.

Advancing Space Security Through Norms, Rules and Principles of Responsible Behaviour? Webinar Summary Report
Upon conclusion of the first meeting of the UN Open-Ended Working Group on Reducing Space Threats through Norms, Rules, and Principles of Responsible Behaviours, SWF co-organized in May 2022 a virtual conference with the Republic of Korea and the United Nations Institute for Disarmament Research to foster dialogue towards a common understanding on responsible behaviours within the Association of Southeast Asian Nations. The not-for-attribution conference gathered diverse stakeholders from industry, government, civil society, and academia. A conference report is now available that summarizes key discussions and takeaways of six panels from the conference and can be found, here.

Small Satellites & Space Sustainability: Why You Should Care
Secure World Foundation hosted a side event at the 36th Annual Small Satellite Conference in Logan, Utah. The panel covered several aspects of space sustainability including an update on the analysis of orbital debris and conjunction events from the recent Russian anti-satellite test, analysis and commentary on the space weather event that lead to the loss of several Starlink satellites earlier this year, small satellite policy considerations, and evolving technologies to address small satellite sustainability concerns.

Enhancing Space Security through Norms, Rules, and Principles of Responsible Behavior
This webinar, co-organised by the Republic of Chile, UNIDIR and the Secure World Foundation, was designed to raise awareness about the matters addressed in the Open-Ended Working Group (OEWG) for the countries of the Latin American and Caribbean region. The event provided an informal discussion about current challenges to space security and sustainability, and the role that norms, rules and principles can play in keeping space a peaceful domain.
