Insight - Small Satellites for the Global South

Not all Secure World Foundation activities involve programs we organize and plan. We have developed a worldwide network of partners, and often our work involves contributing our expertise and resources to make their events and activities more successful. A good example of this kind of activity is our long-standing engagement with the International Space University (ISU), and most recently their Southern Hemisphere Space Studies Program (SHSSP), held in January and February 2017. This year’s SHSSP was the sixth in the series and was held at the University of South Australia’s campus in Adelaide, Australia. 

Of particular interest to us is that it focused on small satellites and their potential to foster socio-economic development in the Global South. In addition to delivering lectures, participating in community outreach events, and coaching the student research team, SWF sponsored a White Paper on small satellites and their potential impact. SWF Publishes Summary of Space Crisis Dynamics and Uncertainty Tabletop Exercise
SWF and the Center for Strategic and International Studies co-organized a tabletop exercise (TTX) on Space Crisis Dynamics and Uncertainty on November 9-10, 2016, in Washington, DC. The goal of the TTX was to raise awareness about the risks of escalation and crisis stability, and to identify gaps or shortcomings in existing national and international policies, strategies, communication channels, and political/legal mechanisms. In addition to procedures and background materials, the summary report from the TTX includes a summary of the moves made by the teams during each scenario, and an overview of the main points and perspectives from the post-scenario group discussion.

Maui Economic Development Board and SWF Release Summary of the 2016 AMOS Dialogue
The fifth AMOS Dialogue was held on September 22, 2016, as part of the AMOS Conference in Maui, Hawaii, and focused on space situational awareness (SSA) and small satellites, and in particular steps that both small satellite operators and SSA providers can take to improve detection, tracking, identification, and conjunction assessment for small satellites. The 2017 Global Space & Technology Convention Prepares for the Democratization of Space
SWF supported and participated in the Global Space & Technology Convention (GSTC), which was organized by the Singapore Space and Technology Association (SSTA). This year's convention was held in Singapore, the cross-roads of Asia, which allowed for a wide-ranging and comprehensive discussion of issues affecting space for stakeholders in the region and around the world. SWF Washington Office Director Victoria Samson delivered a presentation on stability, space sustainability, and new actors in space, and presented the SWF Handbook for New Actors in Space.

The 3rd Kalpana Chawla Annual Space Policy Dialogue Addressed Socioeconomic Challenges Where Space is an Asset
SWF was a partner to the 3rd Observer Research Foundation (ORF) Kalpana Chawla Annual Space Dialogue, which was held in New Delhi, India. This dialogue allowed for the discussion of the socioeconomic challenges on Earth that must still be overcome in order to expand on the example of research and international cooperation set by Kalpana Chawla, the first Indian-American woman in space. Washington Office Director Victoria Samson spoke on space sustainability and security and presented the SWF Handbook for New Actors in Space; furthermore, she moderated a panel on India's newspace actors.

SWF Attends UNCOPUOS STSC 
Director of Program Planning Dr. Brian Weeden and Project Manager Krystal Wilson attended and participated at the 54th Scientific and Technical Subcommittee of the UN Committee on the Peaceful Uses of Outer Space in Vienna, Austria. Dr. Weeden delivered a statement on SWF activities and also presented the new SWF publication, the Handbook for New Actors in Space.

Workshop on Military Space Operations and International Law
Director of Program Planning Dr. Brian Weeden gave a presentation on the space environment and military space activities during a workshop on the international legal implications of military space operations at the US Naval War College in Newport, Rhode Island. The workshop was co-hosted by the Harvard Law School’s Program on International Law and Armed Conflict (PILAC), the International Committee on the Red Cross' Regional Delegation for the US and Canada, and the US Naval War College's Stockton Center for the Study of International Law. Dr. Weeden's presentation provided an overview of the physics of the space domain, military space activities, types of attacks on space capabilities and their implications, and emerging and future technologies that present specific challenges for international law.

Washington Space Business Roundtable Brings Together Experts to Discuss Pressing Issues in the Space Community
Washington Office Director Victoria Samson participated on a panel hosted by the Washington Space Business Roundtable. Ms. Samson brought the perspectives of non-governmental organizations to the panel otherwise comprised of members of the commercial space community.

A Career in Space Security Issues
While attending the ORF's 3rd Kalpana Chawla Annual Space Policy Dialogue, Washington Office Director Victoria Samson was invited to also speak at the prestigious Jawaharlal Nehru University. Ms. Samson discussed the challenges of being a woman in the male-dominated fields of space and security policy and her career path.

First MILAMOS Workshop in Adelaide, Australia, Discusses International Law and Military Space Activities
Director of Program Planning Dr. Brian Weeden participated in the first of a planned nine workshops to develop a Manual on International Law Applicable to Military Use of Outer Space (MILAMOS). The workshop brought together more than 50 international legal experts,  technical experts, and researchers to begin drafting rules on international law and military uses of space.
